Safety City 2011 -- is just around the corner and we need volunteer. You will have an opportunity to help us talk to the public about amateur Radio and public Service. We have done this for the past several year with the mobile command trailer. This year we will be upstairs and have several tables to man. We need volunteers to cover a 4 hour shift on the following dates;
February Friday, Feb. 11, 2011 10 a.m.–9 p.m.
Saturday, Feb. 12, 2011 10 a.m.–9 p.m.
Sunday, Feb. 13, 2011 10 a.m.–6 p.m.

The following info is for the December 14th meeting. The location will be the same as last year, Pizza Shoppe in Smithville, Mo.,

Greetings!
We now have a new WinLink Gateway in Ray County, specifically 3 miles North of Orrick, Missouri on 145.07. It is running 50 watts to a 4 element beam @ about 35 ft pointing due West into the Kansas City area. The call sign of the station is KA0SXY-8. The station is owned by Dennis, KA0SXY and is being sponsored by Dave, N8TMN at his home. The station will be available 24 / 7 and in the event of a power outage it will run until we run out of propane!

St. Lukes Barry Road will be open for ARES members Thursday October 28th starting about 6:15 pm. Anyone interested in seeing the station should feel free to stop by. I plan to operate as net control during this time.
St. Luke Barry Road is located at 5830 NW Barry Rd, Kansas City, MO
The radio room is located on the first floor. Enter through the main entrance (to the west of the ER) and head down the hallway to the left (towards the cafeteria). The hallway will curve around to the south and we'll on the left.
Anyone needing assistance locating the facility or radio room - we will be monitoring the 146.79- pl107.2 repeater.

Each first weekend in December, the National Weather Service opens their facilities to amateur radio operators for 24 hours of amateur radio activity, fellowship and fun. Skywarn Appreciation Event is sponsored by the National Weather Service as a thank you to amateur radio operators for their continued support of NWS during storm spotting and other events. During the 24 hour period which runs from 6:00 pm CT on December 3rd until 6:00 pm CT on December 4th, amateur operators of all licenses classes, abilities and interests can operate some great equipment from comfortable facilities and enjoy a fun experience. In Kansas City, we have two weather service offices, the Weather Forecast Office at Pleasant Hill (http://www.crh.noaa.gov/eax/) and the Central Region Headquarters (http://www.crh.noaa.gov). Both facilities host operators during the event.

The drill this year will be based on the following;
Due to extreme weather conditions / multiple tornado events in Platte County, Clay County and the City of Gladstone, Emergency Managers have called up Northland ARES to provide area-wide communications for Northland CERT Teams that have been deployed for damage assessment.
We will begin with a mock weather net at Friday night at 8:00 PM, on the 79 repeater. We will give more instruction as to the drill just as if a real event has occured.
This as last year we will be working with the CERT teams again to see if we have improved on the area's we identified last year that needed improvments. additionally we will use a master net just as we would in a real event. Also we want to test are digital work in the field back to the EOC's.
I hope everyone can participate.

This weekend, September 24, 25, and 26, Liberty will host its annual Fall Festival. A major attraction at the Fall Festival is the Disaster Preparedness Fair. The Disaster Preparedness Fair will be located just off the southeast corner of the square in Liberty, east of the fountain in front of City Hall. This is different from the location noted on the ARES net last week. The Disaster Fair was located at a different location last year and was assumed to be the same location this year. This location however is closer to the Fall Festival activities and should attract many Fall Fair visitors as the festival is a popular annual attraction.
Please plan to attend the festival and visit the Disaster Preparedness Fair located near City Hall, on the southeast corner of the square in downtown Liberty.

October 2nd will be a big day for all ARES members. We will be simulating a Disaster that has impacted the entire metro area and both Clay and Platte counties will be activated in this drill. Further we will be working with are CERT partners in this drill, so make sure your profiles are up to date and if you are signed up for Text caster, please review your account.
We will be activating all members, and if you’re available that Saturday we will ask you to participate. We will utilizing voice, and digital communications at the EOC’s and in the field. So make sure your equipment is up todate.

Operation Small Fry will be conducted this Saturday, September 11, 2010 at the Clay County Highway Department Lake from 0800 to 1500. This event is sponsored and held by the Clay County Sherriff's Department to allow at risk children to get acquainted with the department in a relaxed and fun atmosphere where they learn a valuable life skill (fishing) and compete for prizes. NOTE: The Mobile Command will be supporting this event in lieu of scheduled monthly maintenance.

This morning a new Northland ARES web feature went into effect. Each month on the 28th, the Northland ARES web server will send an update to every member of the group who chooses to receive the message. The email message will contain information on upcoming events for the following month as well as information on the group's nets and web site. There will also be a reminder about the member's user profile and the last date the profile was updated. We hope this will be a valuable information tool for our membership. If however anyone wants to opt out of this notification, a checkbox on the bottom of the member's first user profile tab can be deselected and no monthly message will be forwarded.

NBEMS is a suite of amateur radio software for digital communications. The ARRL has endorsed NBEMS as a digital standard for emergency communications support. NBEMS is also a great software suite for personal use. The software includes FLDigi, an interface for keyboard communications, FLARQ used for file transfer, FLWrap, a check-digit program which helps insure complete file transfer, and now FLMsg, an interface for creating ICS-213 and NTS traffic forms.
NBEMS is developed for Windows and Linux platforms. New versions of FLDigi and FLMsg have been released as of 8/27. The entire suite of software can be found on the NBEMS website at www.w1hkj.com/
Northland ARES operates a PSK net every Sunday evening at 8:00 pm on 145.75, 1000hz waterfall.

I would like to gauge your interest in ordering additional KC Northland ARES flags. There have been a couple of people who have requested them, and i am wondering if we can get enough ordered to make it worthwhile. They are great for marking your vehicle when doing support for community events.
The original cost was $12 per flag, which included the setup costs and double printing, front and back. We have discovered the double weight version makes it too heavy and it tends to fall off the window too easily if you drive very fast. I suspect the cost will be less this time around, as we should not have to pay again for the print setup.

KC Northland ARES will conduct a Winmor install and configuration session on Saturday, August 14th from 9:00 am - 12:00 pm at the Clay County EOC Training Center in Liberty. Those seeking assistance with the installation and/or configuration of RMS Express or other Winlink interface should bring their netbook, laptop, or other PC along with their sound card interface to the Training Center. Those with desktop computers need not bring a monitor, keyboard, or mouse. Those devices will be provided at the session. To operate RMS Express requires a computer running Windows 2003 Server, Windows 2008 Server, XP, Vista, or Seven, and .NET 3.5 SP1. These operating systems typically have .NET installed but the software will be available if it isn't available on your OS.

Public Service: FCC to Allow Government Drills Without a Waiver as of September 3

As of September 3, government agencies sponsoring emergency or disaster drills involving Amateur Radio operators will no longer need to apply for a waiver to hold such drills.

In July, the FCC released a Report and Order (R&O) that amended Part 97 -- more specifically Section 97.113 -- stating that government entities sponsoring disaster and emergency drills will no longer need to apply for a waiver to hold these drills. Additionally, employees who wish to participate in non-government-sponsored drills and exercises may do so under certain conditions. Part 97 is the portion of the Commission's rules that govern the Amateur Radio Service. In the August 4 edition of the Federal Register, the FCC issued a summary of the R&O entitled Amendment of the Commission's Rules Regarding Amateur Radio Service Communications During Government Disaster Drills --noting that the effective date of these new rules will be September 3, 2010.

A new feature has been added to the website. Beginning this week, an email notification will go out to the station running the weekly net. This notice should go out two days ahead as a reminder for the upcoming net. On the net calendar, the callsign of the net control station should be in parentheses. If such a callsign is found, a message is sent to that station's email address.
If you are the net control for the next net and you have an email address in your membership profile but haven't received an email notification, first, check your junk box. These messages might not get past your spam filter. If the message doesn't appear there however, please contact n0vx (at) arrl (dot) net.

With apologies to the group for the mistaken previous post on this subject, here is the revised plan for the Northland ARES Six-meter Voice Test.
The test will be conducted on Saturday, July 24th, from 0900 - 0930 am local time (1400 - 1430 utc). The frequency to be used will be 51.520, FM. This frequency was chosen because it lies in the 51.5 - 51.6 FM Simplex range and because future tests will include PSK31, which according to the same band plan operates on 51.120.
This is not a net, it is a test of the six meter band to determine the coverage provided by six-meter FM operation, and the ability of Northland ARES members to operate within the band. Checkins will be taken, and following checkins, a roll call will be conducted asking each station their location and which of the stations checking in were heard.

Good news for those of us who work for an agency we might support with emergency comms such as a hospital.
FCC Okays Employee Participation in Emergency Drills
Moving with unaccustomed speed, the FCC adopted a Report and Order on July 14, allowing hams who are employed by both government agencies and non-government agencies such as hospitals, to participate in emergency and disaster drills on behalf of their employers. The ruling was based on a Notice of Proposed Rule Making, WP-10-72, issued this past March, in response to petitions arising from a strict interpretation by the FCC's Enforcement Bureau of the prohibition on amateurs communicating on behalf of their employers. The decision came just more than a month after the reply comment deadline.
The ruling added a new paragraph to Section 97.113(a)(3) of the FCC rules, which reads as follows:
(i) A station licensee or control station operator may participate on behalf of an employer in an
emergency preparedness or disaster readiness test or drill, limited to the duration and scope of such test or
drill, and operational testing immediately prior to such test or drill. Tests or drills that are not
government-sponsore d are limited to a total time of one hour per week; except that no more than twice in
any calendar year, they may be conducted for a period not to exceed 72 hours.
There is no specific effective date given in the Report and Order, so it will presumably become effective upon publication in the Federal Register. The Mobile Command Team will be conducting regular monthly maintenance and familiarization of the Command Trailer, Tow Vehicle and the equipment in them. This will be at the Clay County Highway Department on Saturday, July 10, 2010 from 8am to 12pm. We will also be conducting preliminary testing of the capabilities of our new GMRS radio system. Amateur Radio Operators Provide a Critical Communications Link During Emergencies

Immediately after the Jan. 12 earthquake in Haiti that killed 230,000 people, injured an estimated 300,000 more and destroyed much of Port-au-Prince, medical teams from the University of Miami Project Medishare program had sporadic communication with the United States and the nearby U.S. Naval Ship (USNS) Comfort's Medical Treatment Facility - until teams of amateur/ham radio operators arrived, that is.
"They had already lost one satellite link. The other one was not reliable," said Julio Ripoll, an architect for the University of Miami Medical School, who coordinated amateur radio communications during the disaster. "So they were worried that they would not be able to communicate to Haiti from Miami in case they lost their other satellite link."
What was initially designed as a backup system soon handled all local emergency communications. Before Ripoll's teams of radio operators arrived, the field hospital had very little communication directly with the USNS Comfort. "They would send an e-mail by using a BlackBerry," Ripoll said, "and sometimes it would sit there for quite a while before someone saw it."
The amateur radio station became a critical communication link. "When we had patients who would come in and needed emergency surgery that we couldn't handle, we called the Comfort," he said, "and then we would coordinate either the helicopter medevac or [transport] a few times by speedboat if it was in the middle of the night."
That's just one example of how amateur radio operators, who use various types of radio communications equipment for nonprofit purposes, can provide a valuable resource during a disaster.
Links With Emergency Responders
Volunteer radio operators assisting emergency personnel fall into two groups: Radio Amateur Civil Emergency Service (RACES) and Amateur Radio Emergency Service (ARES) members. Many people participate in both organizations, but the main difference between the two is that ARES members provide emergency communications before an emergency has been officially declared, while RACES operators, which are registered with state and local governments, are activated after an emergency declaration. RACES members may operate from state emergency operations centers (EOCs).
The American Radio Relay League (ARRL), a U.S. organization of amateur radio operators, has memorandums of understanding with numerous organizations, including FEMA, the American Red Cross, National Weather Service and the Association of Public-Safety Communications Officials International. As a result of those agreements, the ARRL trains with and works to develop these organizations' amateur radio communications capacity. It also builds relationships with these organizations to collaborate during disasters.
About 156,000 amateur radio operators are ARRL members. The best way for these ham operators to connect with local responders is to participate in their local Community Emergency Response Teams (CERT). "We may, in our case, probably connect with CERT, and so we'll probably be linked up close with the fire department," said Charlie Lum Kee, founder of the Virgin Valley Amateur Radio Club in Mesquite, Nev., and leader of the local CERT program. "We do have a little bit of a plan for our area as to where we would locate individuals [in an emergency]."
Amateur radio operators can also get special license plates displaying their call signs, which identify them to emergency crews, getting them past roadblocks and into the affected area to provide communications assistance.
In Oregon, about 1,800 RACES volunteers are authorized to work in state and county EOCs facilitating communication during disasters. For example, during the Great Coastal Gale of 2007 that knocked out communications to the state's Columbia, Clatsop and Tillamook counties, ham radio operators used a radio frequency messaging system called Winlink to transmit the counties' requests for assistance to the state's Office of Emergency Management. "Monday morning the governor came in and we were briefing and later on called amateur radio operators 'angels' because that was the only source of communication we had to the coast," said Marshall McKillip, the Emergency Management Office's communications officer.
Following the storm, Oregon Gov. Ted Kulongoski funded improvements to the state's amateur radio infrastructure with a $250,000 grant for Winlink systems in each of the state's 36 county-level EOCs. "We bought the appropriate equipment and then organized the delivery, the set up, the training and everything with amateur radio resources," McKillip said. "It was quite a task for the amateurs to take on, but they did a great job."
Assorted Roles
Amateur radio operators can play a variety of roles that allow public safety officials to maximize their resources, including facilitating communications; providing emergency managers with on-scene situational awareness; and helping manage large-scale events, such as state fairs and marathons.
Earlier this year as blizzards blanketed Delaware, RACES members manned ham radio stations at the Sussex County EOC, and 60 ARES members drove around the county's 958 square miles reporting what they were seeing and confirming reports from the National Weather Service. "While [the police and emergency medical services] were moving around, they had better things to do than stop and measure the snow," said Walt Palmer, public information officer for the ARRL in Delaware. "So that's where amateur radio's guys were coming in."
At one point during the storms, the county set up two shelters for approximately 70,000 residents, all of whom were without electricity, and deployed an amateur radio operator to the larger shelter to facilitate communication with the EOC. "We were able to get good information back from the shelter as to how many people were there, were they making out OK and that kind of thing," said Sussex County EOC Director Joe Thomas. "We actually tried to get an operator in the second shelter, but we never did get to that point because of the snowstorm."
In the aftermath of a disaster, amateur radio operators are often the first to report what happened to emergency managers so they can start formulating a response. "Let's say up the street a nuclear facility has an issue, and we start losing power here. The ham operators would start reporting that because we would be the ones on the ground," Palmer said. "Our job is to communicate that to public officials. Our mantra for that is, 'Provide the right information to the right people at the right time so they can make the right decisions.'"
Communities countrywide have signature large-scale events like state fairs, marathons and food festivals during which amateur radio operators can work with public safety personnel so the departments can maximize their resources. "Rather than use police or other county or state officers, ham radio operators will come together and we'll get assigned to different points around, let's say, a 26-mile race course," Palmer said. "We're there just to observe. If somebody has a problem, if a runner goes down or a bicycle falls apart or whatever, our guys are there and they're able to report back so a proper response can be orchestrated to help that runner."
If Delmarva Peninsula - a popular resort area on the East Coast with a winter population of 700,000 that can swell to 4 million in the summer - needs to be evacuated, ham radio operators can monitor traffic or facilitate communications between shelters and EOCs.
"While the Red Cross does a terrific job with the shelters, they're there helping to prepare food and taking care of the residents of the shelter," Palmer said. "They don't always have the communication needs to get information back to the EOC - we have this many special needs people; we need more insulin because we have a problem here with a lot of diabetics. Amateur radio folks will be assigned to shelters to move that kind of traffic."

I continue to receive questions about membership profile email messages not arriving. Upon completing one's membership profile, an email message is sent verifying the update and thanking the member for keeping their information current. In many cases however, the member's email span filter has sent the message to the junk box.
If you enter or update your membership profile and don't see the promised email verification, first, check your junk box. So far, every case reported has later verified that their message was indeed filtered out as spam. If however you don't find that to be the case, please let me know. A programming problem could exist which will need to be traced and corrected.

Good afternoon to all,
It is that time of the year that we are going to program the weather radio for both Price Choppers in Platte County. Here is the schedule as we have it now!

I would like to get a list of volunteers from both our CERT and ARES members to assist in both locations to help promote and program the weather radios with us. If you are interested please e-mail me back with the location and time that you are willing to help us out. I would like to have a least four to five members for each day to stay the complete time or part of the time. We will hand out information and show off some of our stuff (backpacks, amateur radio equipment) to those who do not know what we do during an emergency. Our dress will be casual and if you have a shirt or hat with CERT or ARES please wear them during your event time and have your ID cards as well.
Again to all thank you very much for your support and I am looking forward to seeing you all at both stores. If you have any questions, please feel free to contact me.

Welcome to the new KC Northland ARES website. The website has been redesigned from the bottom up, taking the best of the previous site and adding new features. We've also improved the previous website features making them easier to use.
